炼化企业作业现场属地管理工具应用研究

中文摘要：属地管理是强化炼化企业作业现场安全管理工作的有效工具。通过落实基层岗位人员的安全属地管理职责，强化对作业现场和人员的管理，属地管理可以有效提升对炼化企业作业现场的管控水平，预防作业现场事故发生。本文以某石化乙烯厂作业现场实施属地管理工具为例，介绍了包括成立属地管理实施小组、开展属地管理培训等在内的属地管理实施过程中的关键环节。并阐述了属地管理实施过程中存在的问题，能够对炼化企业作业现场实施属地管理发挥借鉴作用。
英文摘要：The application of apanage management is helpful to enhance the security management of the working site in petrochemical enterprises. The implementation of safety responsibility for grass-root staff can be effectively promoted by the application of apanage management, which can prevent the accidents from working site in petrochemical enterprises. Taking the application of apanage management in ethylene plant as an example, the key link of the application of apanage management composed of the establishment of the implementation team and the implementation of training is presented in this paper. The problems in the application of apanage management in ethylene plant are also discussed in this paper, which is instructive for petrochemical enterprises to enhance the application of apanage management.
