对炼化企业CCR内应急电源后备电池供电时间的分析和探讨

中文摘要:CCR是大、中型炼化企业中的关键设施。在按照规范的要求从工程设计上保障对CCR可靠供电的同时,还需要对CCR失去全部外部电源后(即仅依靠应急电源后备电池供电)影响装置生产运行的程度进行分析和研究,以确保生产安全和避免造成经济损失。在一些情况下,CCR外部电源接引点的确定与应急电源后备电池供电时间为30min这两个因素在CCR失去全部外部电源时会带来一定的安全风险,故应采取措施确保CCR内一级负荷中特别重要负荷的不间断供电。文中提出三个方案,即增设第三路电源、延长后备电池供电时间和增设柴油发电机组,并明确应采取技术和经济比较的方式从中确定最优方案。
英文摘要:CCR is the key facilities in the large and medium-sized oil refining and chemical company. In order to ensure production safety and avoid economic loss,the influence degree should be considered and analyzed when CCR loses all of its external power supply at the same time, even if reliable power supply of CCR has already be designed in engineering according to standards and codes. In some cases, the sources of CCR’s external power supply and the power supply time (30 minutes) of backup battery in electric source for safety service will bring certain security risks when CCR loses all of its external power supplies. Therefore, some necessary measures should be taken to keep the vital load in first grade load in CCR running under the uninterrupted power supply. And three schemes are listed as follow, namely, to add the third power supply, prolong the power supply time of backup battery in electric source for safety service and add diesel generating sets. Technical and economic comparison should be used as a method to determine the optimal solution.
